What does work is when I remove "vst scanner" file from the Nuendo 10 components folder, however, I get an error message that it cannot scan on load up. I renamed the app data/ preferences folders as recommended for all versions of Nuendo and Cubase, but that didn't work. When loading Nuendo 10.2, it freezes on "initializing Vst3". I also have Cubase 9.5 installed but rarely use it. I kept Nuendo 6.5 as its my current DAW with all my preferences saved (which is needed to continue working on current projects). I also updated my ilok & waves software and licences). I updated licence centre to the latest update, and installed (remotely as my studio PC isn't online). I realised my current operating system does not support 11, so I downloaded the latest version of Nuendo that supported W7 (10.20.20). I recently purchased an upgrade to Nuendo 11. I've searched on here already but not found any threads on my specific issues.
